When matched: at ingest time, inside /api/gmail/sync/initial and /api/gmail/sync/new, before the row is written to ops_gmail.emails. Emails matching no active rule are dropped before insert — they never hit the DB. Emails synced before a rule existed keep source_code = NULL — click Reapply to stored above to retag them with the current rules.
How matched: case-insensitive substring on the full From header. An optional Subject substring disambiguates senders that share a From header (e.g. BBM vs BBE). When several rules match the same email, the one with a Subject pattern wins over one without.
